Porirua City Council is proposing changes to the Porirua District Plan 2025 (District Plan) through proposed Plan Changes 1, 2, 3, 4, 5 and 6.

We would like to know what you think about these proposed plan changes.

The District Plan is the city’s rulebook for how land can be used and it applies to every property in the city.

Submissions close at 5pm on Monday 14 December

What changes are being proposed?

Proposed Plan Changes 1 and 2 update parts of the District Plan to:

• make corrections and make content easier to use; and
• make amendments to parts that were not working as intended.

Proposed Plan Change 3 (Mana catchment) to:

• update flood hazard mapping for the Mana catchment to be consistent with other flood hazard mapping methodology across Porirua.

Proposed Plan Change 4 (Pukerua Bay catchment) to:

• update flood hazard mapping for the Pukerua Bay catchment to be consistent with other flood hazard mapping methodology across Porirua.

Proposed Plan Change 5 (Aotea/Paremata catchment) to:

• update flood modelling and flood hazard mapping for the Aotea/Paremata catchment to account for changes in topography due to recent development.

Proposed Plan Change 6 (Whitby (Duck Creek) catchment) to:

• include new flood modelling and hazard mapping for the Whitby (Duck Creek) catchment using new topographical data following significant development in the area.

Making a submission

You may make a submission on any of the proposed changes to the District Plan. Submissions must include information required by Form 5 of the Resource Management (Forms, Fees and Procedure) Regulations 2003 and must state whether or not you wish to be heard on your submission.

Anyone can make a submission on the proposed Plan Changes, but if you could gain an advantage in trade competition through the submission, then you can only submit if you are directly affected by an effect of the proposed plan change that adversely affects the environment and does not relate to trade competition or the effects of trade competition.

Your privacy

When a person or group makes a submission or further submission on proposed Plan Changes 1, 2, 3, 4, 5 and 6 to the Porirua District Plan 2025 this is public information. Please note that by making a submission your personal details, including your name and addresses will be made publicly available under the Resource Management Act 1991. This is because, under the Act, any further submission supporting or opposing your submission must be forwarded to you as well as to Porirua City Council. There are limited circumstances when your submission or your contact details can be kept confidential. If you consider you have reasons why your submission or your contact details should be kept confidential please contact the Climate and Environmental Planning Team at districtplan@poriruacity.govt.nz

How do I get involved?

The process for the public to be involved in the consideration of the proposal under the Resource Management Act 1991 is:

• after the closing date for submissions, Porirua City Council will prepare and publicly notify a summary of decisions requested on these Plan Changes. There will be an opportunity to make a further submission in support of, or in opposition to, the submissions already made
• public hearings on the submissions received will be held if a person making a submission asks to be heard in support of their submission
• Porirua City Council will publicly notify its decision on the provisions and matters raised in the submissions (including its reasons for accepting or rejecting submissions)
• any person who has made a submission has the right to appeal against the decision on the proposal to the Environment Court.
