We want your feedback on our proposed Annual Plan for 2025/26.

The services we provide – like rubbish, recycling, roads, parks, pools, libraries, and especially infrastructure – are costing more than ever, and rates in Porirua are at an all-time high (with a 17.5% increase last year and an average rates increase of 18.4% across the Wellington region last year). This year we’ve managed to cut this year’s planned rates increases from a new starting point of 15%, down to an average of 6.75%.

This year, after making cuts and finding savings, our new starting point for rates increases for 2025/26 is 6.75%. We have come up with some other ways to reduce costs, which include higher increases to some fees and cutting some grants or funding and want to hear your views on those.

We're also asking for your views about two options for the future of water services in Porirua and our region – a new multi-council-owned water organisation (our preferred option) and a modified version of the current Wellington Water model.

Porirua City Council is working together with Hutt City, Upper Hutt City, Wellington City and Greater Wellington Regional Councils and with mana whenua partners to find the best solution for water services and together we are proposing a new joint water entity. We want to hear what you think about this delivery model as it will have an impact on our city, your rates and the way you pay for water.

  • Options for further rates reduction

    The proposed 15% rate increase for 2025/26 is unsustainable and we've worked to reduce this down to 6.75% through cost-saving measures and by delaying some projects. However, we can potentially do more by making adjustments like:

    • Increasing entry fees at Cannons Creek Pool
    • Raising fees for building consents
    • Increasing paid parking by 50 cents per hour
    • Stopping the Chamber of Commerce grant and cutting the Event Investment Programme funding (this would not impact popular Council-run events like Waitangi Day or Anzac Day or the funding already allocated for Te Kiwa Nui Festival).

    Under Local Water Done Well, the Government has said the way we manage water services (drinking water, wastewater and stormwater) in Aotearoa needs to change. This is the most important decision we’ll make for our city in decades – we need to change the way water services are delivered in our region, and we want to hear your views.

    Porirua City Council is working together with Hutt City, Upper Hutt City, Wellington City and Greater Wellington Regional Councils and with mana whenua partners to find the best solution for water services.

    We're proposing two options for the future of water services in Porirua and our region. We want to hear what you think as it will have an impact on our city, your rates and the way you pay for water.

    Option 1: Multi-council-owned water organisation (Council’s preferred option).

    Option 2: Modified version of the current Wellington Water model (with a new planning, regulatory and accountability framework).
