Collective review of bylaws and policies – update post 31 July 2025 decisions
Porirua City Council has reviewed four bylaws and two policies. They are the Transport Bylaw, Alcohol Control Bylaw 2018, Water Supply Bylaw 2019 and General Bylaw 1991 (Part 9 Reserves Bylaw). The policies reviewed were the Litter Infringement Policy 2019 and the Dangerous, Affected and Insanitary Buildings Policy 2020.
The Collective review of bylaws and policies was completed on 31 July. The new bylaws and policies can be found here: https://poriruacity.govt.nz/your-council/policies-and-bylaws/
The new version of the General Bylaw 1991 (Part 9 Reserves Bylaw) will be uploaded to the Council website once the Minister of Conservation approves the Bylaw.
Here's what was decided:

- All fire sprinkler systems now fall within the definition of “domestic use” so that non-domestic fire sprinkler systems can be used during emergencies in the event of restricted water supply scenario.
- Minor amendment to Clause 18.3 so that the bylaw now provides for all appropriate fire sprinkler standards.

Dangerous, Affected and Insanitary Buildings Policy 2020 | Policy reviewed and necessary changes made | - Updated outdated references where needed.
- Added detail about how dangerous and insanitary buildings are managed in an emergency.
- Provision included requiring liaison with the relevant Medical Officer of Health, and other relevant support agencies, when occupants of affected buildings may be “neglected or infirm” or require assistance.

On 15 May 2025, the Social Impact Assessment used to inform the recent review of the Local Alcohol Policy was attached to this consultation. This can be found in the 'Consultations Documents' tab. This document outlines the evidence base used by officers to conclude that the level of crime and disorder experienced before the Alcohol Control Bylaw 2018, is likely to return if the bylaw is not re-enacted. Apologies for not including this document when consultation on the Collective Review of bylaws and policies opened on 6 May 2025.
